Importance level of additions/fixes/changes
Depending on the importance level of specific items, applications may be released without them.

If the importance level of an item is deemed "High", the application will not be released until it's been added/fixed/changed.

If the importance level of an item is deemed "Medium", the application may be released before the item is added/fixed/changed.

If the importance level of an item is deemed "Low", the application will be released without the item if the item is not ready and everything else is.
